In Nwoya District, the CLCs have become hubs for life-long learning that is delivering a wide range of integrated services based on local community needs and national development agenda. The CLC modality is aligned to the government key strategies and policy reforms required to realize the implementation of Vision 2040. They play a pivotal role in identifying the most vulnerable people in the communities, particularly the non-literate, semi-literate, disadvantaged, and poor individuals, and groups. Integrated programming The programme therefore identifies and trains illiterate/semi-illiterate adult learners on how to read and write while at the same time imparting practical knowledge that helps to enhance their livelihood and business skills. The community members’ lives are improved by enhancing and improving the livelihood skills at the CLCs. For example, the farmer field school is established at the CLC and transfers the technologies to the communities. Under this component, different sector specialists like the Agricultural officers, veterinary officers, Fisheries Officers, Commercial Officers, and Community Development Officers come to the CLC to train communities on modern farming methods. Enhancing Business Skills of the communities The CLC provides avenues for imparting Business development services to the communities. The District Commercial Department has been using the CLCs to train the local communities on VSLA, financial literacy, market linkages and assessment and pro-poor value chain development and actor empowerment. One of the works of the Community Facilitators is to enroll the Community Empowerment groups in to VSLA groups for purposes of empowering them to increase access and control over resources and use collective power to overcome social and financial barriers in their villages. Over the years, community level actions have resulted in advocating for resources and services that affect the communities. For example, g safe water sources, tractor services, roads, to mention but a few. CLC Partnerships CLCs are hubs where state and non-state actors provide holistic and integrated services to the community non-state actors from within and outside the sub-county and parishes are usually mobilized and given equal chance to work hand in hand with the CLC management committee and the district. Mary: a success story Mary is a quiet-spoken, but confident lady, hailing from a group called Kwan Aye Yabuwang. She is married, and the mother of six children. Mary got to know more about the group when in 2020, the CLC organized a mobilization and sensitization campaign on adult learning in her Parish. Before she joined the group, Mary was a market vendor, struggling to make ends meet. She had a home garden which was not large enough to grow and harvest crops for her family, as well as sell. She then joined the Village Savings and Lending Association (VSLA). She is now awaiting her turn to be able to borrow some money, so that she can do more agri-business. Functional literacy helped Mary overcome barriers to her own personal development as her skills for planting seeds/seedlings contributed to increased knowledge in agri-business. The Agricultural Extension Officer in her Parish has been most helpful and resourceful to many adult learners in similar situations. This year, Mary was excited to share that she has now been able to plant and receive a better yield of maize, beans, and peanuts. Her plot is small in size, and she is hopeful that with a small loan, she can see how to improve the household income through adaptive farming methods, with a higher yield. The good news is that Mary successfully completed her learning sessions and will have graduated early September 2023; she will be able to the next level and learning cycle as an adult learner.
