An exciting milestone reached on International Literacy Day: over 1,000 adult learners graduate in Uganda.

The Ugandan government spearheaded by Ministry of Gender, Labour, and Social Development (MGLSD) celebrated a major achievement on International Literacy Day (ILD). This year, the theme for ILD is “Promoting Literacy for a World in transition: Building the Foundation for Sustainable and Peaceful Societies.” On 5th September 2023, the government and key stakeholders celebrated the graduation ceremony of 1,181 Integrated Community Learning for Wealth Creation (ICOLEW) learners. The excitement was infectious, as the graduates received their certificates at the national level event. District specific ceremonies were organized alongside the International Literacy Day Commemoration in Nwoya and Namayingo. District and subcounty leaders of Nwoya and Namayingo (political and technical), representatives from the MGLSD as well as civil society partners, the DVV International Regional Director East and Horn of Africa and Country Director graced this event. During the ceremony, it was shared that the training received by learners followed a clear process of engagement. Upon joining the literacy classes initially, the facilitators subjected the new entrants to a set of tasks, questions, and observations (baseline) to determine their starting level. After facilitating the learning cycle of a period of two years, the facilitators subjected the same learners to the same set of tasks, questions, and observations to determine their level learning achievements and eventual graduation. Learners were graded according to the competences identified in the Numeracy scale and graduated with a certificate of competence Learners whose learning achievements were graduated with certificates. They were expected to attain competences in Literacy, Numeracy, VSLA skills, Livelihood /Business skills and community Development. All the ICOLEW learners who graduated had been subjected to Summative Assessments which aimed at determining the learning achievements attained by individual learners. District specific ceremonies were organized alongside the International Literacy Day Commemoration in Nwoya and Namayingo. In Nwoya district for example, one couple with a husband aged 49 (Chrispher Olur) together with his wife (Christine Adong) were some of the beneficiaries who excelled in summative assessments and fulfilled the requirements to graduate after undergoing the ICOLEW learning process. “It is amazing to wear graduation gowns together at the same time after studying and graduating together with excellent writing, reading and numeracy skills!” Christopher happily commented during the National International Literacy Day Cerebrations in Kampala where the couple represented all the 2023 ICOLEW graduates in Uganda. The other two districts (Iganga and Mpigi) are yet to organize their graduation ceremonies that should take place in October 2023. Adult learners in Uganda are now being given a chance to improve their livelihoods through the trainings they received and will be able to become strong advocates for adult learning and education in their communities.
