Tunisia
Adult learning and education (ALE) is governed by the Ministry of Social Affairs, specifically the National Adult Education Centre (CNEA) - the main government body responsible for adult education.
They are the leading authority in ALE nationally with 965 centres across the country, some of which are embedded within national organizations and associations. The national literacy initiative is carried out in close collaboration with multiple stakeholders. Tunisia's illiteracy rate is approximately 17.7% for a population of 11,850,232. In the 2023/2024 school year, there were 25,057 learners nationwide, supported by 1,001 teachers (888 contracted and 113 tenured).
Manuals struggle to keep pace with the ever-evolving needs of learners. Materials and facilities can vary greatly between adult education centres, so centres make the best use of what is available. Efforts are constantly made to adapt existing curricula to the needs of learners and the current economic and social context in Tunisia.
The Tunisian government has promoted efforts in this sector and consider it a priority area. The certificate awarded allows recipients to take professional aptitude exams with the Ministry of Professional Training and Employment and obtain a diploma recognized by microcredit companies and banks. This enables graduates to benefit from state support programmes and credits, thereby fostering entrepreneurship.
The National Strategy for Literacy, Adult Education and Non-formal Education is the main document guiding the (ALE) sector in the country. Other important documents include the Reference Framework for Adult Education and Lifelong Learning, and the Literacy and Adult Education curricula.
The Ministry of Education, Ministry of Higher Education and Scientific Research, the Ministry of the Family, Women, Children and the Elderly, and the Ministry of Employment and Vocational Training are just some of the other bodies providing adult learning.
In recent years, a fruitful collaboration has developed between DVV International and CNEA in Tunisia. This collaboration has resulted in interventions at regional centres to support staff through the provision of training and equipment. Significant work has also been undertaken together to revise the national strategy for adult education and lifelong learning. Currently, cooperation is underway to roll out a Management Information System (MIS) nationally that will allow the CNEA to easily collect and analyse data from centres around the country.
