Call for contributions: Help to shape the Sixth UNESCO Global Report on Adult Learning and Education
The UNESCO Institute for Lifelong Learning (UIL) invites all stakeholders in adult learning and education (ALE) to contribute to shaping the Sixth Global Report on Adult Learning and Education (GRALE 6) through an open consultation that will take place between now and 30 March 2025.
Adult learning and education (ALE) is a powerful enabler, equipping adults with the skills and knowledge needed to navigate rapid change. In today’s world, shaped by global challenges –the digital revolution, climate change, economic transitions andrising conflict – adult learning and education helps learners adapt to crises while also empowering them as agents of transformation.
The newly developed GRALE 6 concept note outlines how the report will explore these pressing issues.
Key focus areas of GRALE 6
GRALE 6 will look at four key focus areas in order to explore how adult learning and education fosters resilience, empowerment and innovation in a rapidly evolving world:
- Access, equity, and inclusion: How can adult learning and education ensure lifelong learning opportunities for all, particularly marginalized groups affected by digital divides, economic transitions and displacement due to conflict or climate change?
- Quality and relevance: How does adult learning and education help adults to develop essential skills – from digital literacy to green and social & emotional skills – ensuring their relevance in changing labour markets and societies?
- System adaptability and innovation: How do adult learning and education institutions and policies respond to rapid transformations by identifying innovative strategies that enhance resilience, inclusivity and effectiveness?
- Adult learning and education as a driver of change: How can adult learning and education actively contribute to economic, social and environmental transformation by moving beyond adaptation to equip learners with the knowledge, skills and agency they need to shape their futures?

We invite you to help strengthen adult learning and education policies and practices worldwide by sharing your insights and experiences. Your contribution will help to shape GRALE 6 by providing actionable recommendations and guidelines.
What can I contribute?
The consultation is open to everyone who is interested in adult learning and education. We invite you to:
- Provide general feedback on the concept note and its thematic focus
- Share your insights on key themes – digitalization, economic transitions, climate change and conflict – including related challenges and opportunities
- Suggest additional areas of research and critical perspectives
About the survey
- The survey is anonymous; your responses will be used exclusively to enhance the quality and relevance of the GRALE 6 report.
- You can review and modify your responses at any time prior to submission.
- Your login credentials will allow you to pause the survey and save your progress, allowing you to complete the survey at a later time if needed.

Next steps
In the coming weeks, UIL will launch:
- a call for expressions of interest to develop background papers on the four key focus areas of GRALE 6;
- a call for good practices and case studies on adult learning and education in times of rapid change.
The data collection for GRALE 6 will be launched in June 2025.

About the Global Report on Adult Learning and Education
Published by the UNESCO Institute for Lifelong Learning, the Global Report on Adult Learning and Education monitors how UNESCO Member States implement their Marrakech Framework for Action commitments regarding adult learning and education. The reports combine new data, policy analysis and case studies to provide policymakers and practitioners with sound recommendations and examples of good practice. Five reports have been published since 2009.
